Reproduction
1. Create a regular role with the following permissions (Note that those are assigned to the global site):
- Categories: Access in Site Administration Global
- Categories: Configuration Global
- Categories: Permissions Global
- Categories: Preferences Global
- Categories: View Global
- Portal: Go to Control Panel
- Sites: Access in Control Panel
- Sites: View
- Sites > Site: Go to Site Administration Global
- Sites > Site: View Global
2. Create a user and assign the role to the user
3. Log in with the user and navigate to Control Panel -> Sites
Result: The Global site is not visible for the user thus they cannot manage categories in global scope
Expected: As we have given the Sites > Site: View permission for the global site, we should be able to view the global site.
The same problem also stands for other sites, e.g. for a role the should enable a user to edit web contents in a specific site.
