On the web content administration portlet, the site administrator can't assign a structure to a content if he has no explicit permissions

    Description

      The site administrator role must manage everything on the site where he is administrator.

      On the web content administration portlet, the site administrator can't assign a structure to a content if he has no explicit permissions.

      Steps to reproduce:

      As administrator:
      1.- Create an structure.
      2.- Remove site-member and guest permissions to the structure (there should only be owner permissions).
      3.- Create a new regular user.
      4.- Add that user as a member of the group where the structure was created.
      5.- Add the role "Site administrator" to this user on that site.

      As the user created before:
      1.- Go to the content administration.
      2.- start creating a new basic document
      3.- Try to change structure.

      Expected behavior: as site administrator, this user can select the structure because he should have implicit permissions.
      Current behavior: the user cannot view the structure, because he isn't the owner and the implicit permissions are not being considered.
