Resources Importer duplicates layout columns when executed in update mode

When running the resources-importer with resources-importer-update-mode-enabled=true, a 2nd execution (redeployment of theme containing resources or server re-start) duplicates layout columns. The column duplication happens after this call:

which re-adds previously added columns to the layout's typeSettings
