WURFL/LMDD device recognition provider does not work

Steps to reproduce:

1. Start Liferay DXP
2. Install EE WURFL device recognition provider (it should be installed by default)
3. Go to Control Panel -> Liferay -> Configuration -> Mobile Device Families
4. Create a family with desired name and Save
5. Now Click on created device family and Click on Plus sign "Add Classification Rule".

Expected behavior: In Operating Systems Select box there should be multiple OS, instead of "unknown".
Actual behavior: OS select box just have "unkown" OS to select.
