Ratings - As guest, hovering over an asset rating indicates that the asset is in the Recycle Bin

Steps to reproduce:

1. Add the blogs portlet on a public page
2. Add a blogs entry
3. Logout
4. As guest, navigate to the blogs portlet and mouse over the rating until the tool tip appears

Expected result: Tool tip could say "Rate this as good" or "Rate this as bad"
Actual result: The tool tip says that the asset cannot be rated because the asset has been sent to the Recycle bin
