Publishing global site to live by non-administrator user shows incorrect number of content to be published

Steps to reproduce

1. Create a role R
2. Define permissions for R
   1. Control Panel -> Sites -> Sites
      1. mark all permissions
   2. Site Administration -> Content -> Web Content
      1. mark all permissions of section General Permissions
3. Create a user Foo
4. Grant Foo the R role
5. Activate staging in Guest and Global site
6. Create 2 web contents at Global site
7. Create 1 web content at Guest site
8. Log in as Foo
9. Go to Control Panel / Sites
10. Choose Global / Actions / Publish to live
11. Under Content section in the Publish to Live popup window, choose Choose Content

Expected behavior:

Foo Bar should be able to publish 2 web contents from Global site.

Current behavior:

Foo Bar is able to publish just the only web content from Guest site
