default.guest.public.layouts.lar properties is giving "no group exists" error upon startup

      When using the property default.guest.publis.layouts.lar to define a custom lar to be used as a default layout, it gives NoSuchGroupException at startup.

      Reproduction

      Before starting up the portal with an empty database, add the following property to the portal-ext.properties:

      {source}locales=en_US,fr_FR,nl_BE
      locales.enabled=en_US,fr_FR,nl_BE
      default.guest.public.layouts.lar=${liferay.home}/deploy/Public_Pages_wks.lar{source}

      Copy the attached lar file into the deploy folder
      Launch the portal

      Start up fails with the following exception:

      ERROR [localhost-startStop-1][PortalInstances:402] com.liferay.portal.kernel.exception.SystemException: java.lang.IllegalStateException: com.liferay.portal.NoSuchGroupException: No Group exists with the key
