7.0 runs on a new HSQL database after upgrade

Steps to reproduce

1. Add attached data folder to 7.0 DXP. This was created in 6.2.10 EE
2. Assert data folder contains the 'hsql' folder
3. Execute upgrade following this ant upgrade workflow
4. Assert upgrade completes successfully
5. Run 7.0 DXP

Expected result: Bundle starts on upgraded database from 6.2
Actual result: Bundle starts with a clean hsql database. A new folder 'hypersonic' is generated in the data folder.

Workaround is to copy over the files from the hsql folder to the hypersonic folder and executing upgrade.

Tomcat 8.0.32 + HSQL 2.3.3
