index.on.startup=true indexes ddm fields for all locales instead of just the allowed ones

Steps to reproduce:

1. Go to Control Panel → Portal Settings → Display Settings → Remove the majority of the Current languages, keep only a few.
2. Create web content structure with a few fields and associate a template to it.
3. Create a web content using this structure.
4. Reindex all search indexes from Server Administration.
5. Shut down the portal and check the lucene folder with Luke.

Checkpoint: ddm fields are replicated for current locales.

1. Set index.on.startup=true in the portal-ext.properties file.
2. Restart the portal and wait for the index to rebuild.
3. Now shut down the portal and check the lucene folder again.

Result: ddm fields are replicated for all locales.
