Site Logo in Product Menu is inconsistent in some situations

1. Go to your site from the product menu
2. Click on the kebab menu for Public pages, then Configuration
3. Go to Logo section and upload an image then save changes
4. Go to Control Panel ->Configuration ->Instance Settings ->Miscellaneous ->Logo, uncheck "Allow site administrators to use their own logo? "
5. Go to Welcome page and check the logo.

Expected behaviour: The same logo in the three places (see picture)
Current behaviour: Part 2 didn't change. Part 2 is different with part1 and part 3.
