Ratings input container unnecessarily appears in Portal, and disappears after mouse hover

Steps to reproduce:
1. Start portal and log in
2. Add any portlet that uses ratings (i.e. Blogs portlet with an article, Page ratings portlet)

Expected result:
The ratings section should only display the ratings element that the user can interact with (i.e. stars, thumbs, etc.)

Actual result:
The ratings section displays the ratings element and the ratings input container. When a user hover overs the ratings section, the input container disappears. See gif

Tomcat 8.0.32 + MySQL 5.6.
