Steps to reproduce:

1. Navigation > Public Pages > Ellipsis > Expand Area

Expected result:
Page tree displays and user is able to edit

Actual result:
Blank pop-up appears. No page names are visible.

Tested on:
Tomcat 8.0.32 + MySQL 5.6
