Fail to navigate to staging site when I impersonate user

Steps to reproduce:

1. Enable local staging
2. Add a user
3. Add a role, assign the following permissions to the role:

   Site Settings: Access in Site Administration 	
   Site Settings: Add to Page 	
   Site Settings: Configuration 	
   Site Settings: Permissions 	
   Site Settings: Preferences 	
   Site Settings: View 	
   Site Settings > Site: View Site Administration Menu 
   Site Settings > Site: View Staging
   

1. Assign the role to the created user to make him able to see the staging and live site
2. Impersonate the created user from control panel > users > users and orfanizations
3. User redirects to the live site, switch to the staging site

Actual result:
User change back to the original admin user.

Expected result:
User is able to navigate to the staging site while impersonating.
