Application state does not persist on restart

      Description

      Application state does not persist after a server restart.

      Steps to reproduce

      1. Navigate to Control Panel > Apps > App Manager
      2. Click "Liferay CE Foundation"
      3. Deactivate any bundles (I chose LDAP)
      4. Assert LDAP is now in a status of 'Resolved'
      5. Restart server and navigate back to LDAP in the app manager and assert status is 'Active'

      Expected results
      LDAP bundle has a status of 'Resolved"

      Actual results
      LDAP bundle has a status of 'Active'
