Hebrew layout doesn't work

Steps to reproduce:

1. Use Hebrew as default or user language
2. Navigate to Product Menu or Add Menu

Expected result:
User can view site pages and add portlets

Actual result:
New pages added to the site are not listed in product navigation, and user is unable to add portlets (can't drag and drop, and "add" button is missing)

Reproduced on:
Wildfly 10 + MySQL 5.6
