As a side-effect of LPS-50994, "cacheable" checkbox for web content templates does not appear for most ways of adding or editing web content templates.
The only two ways to get the "cacheable" checkbox to show up are to (1) edit the template from an existing article rendered on a page or (2) click to edit a template from a new/existing web content article.
