      Description

      Steps to reproduce:

      1. Clear the browser's cache then login to portal.
      2. Go to My Account -> Account Settings page.
      3. Click on the Picture's Change button and try to upload an image.

      Actual result
      Missing select button, user cannot upload image into portal.(see screenshot)

      Expected result
      User can upload image successfully.

      another way to reproduce:

      1. Clear the browser's cache then login to portal.
      2. Go to page-> configure page-> Advanced-> change image
      3. Click on the Picture's Change button and try to upload an image.

      Actual result
      Missing select button, user cannot upload image into portal.
