Unable to view Control Panel menu despite being given permissions

      Description

      Steps to reproduce:

      1. Create a new user
      2. Create a new regular role with the following permission
        • Control Panel > General Permissions > View Control Panel Menu
      3. Assign user to the role
      4. Sign out
      5. Sign in as user
      6. Navigate to Account Settings
      7. Close Product Menu
      8. Refresh page
      9. Open Product Menu

      Expected Result: Able to navigate within product menu.

      Actual Result: Error message shows up: You do not have the roles required to access this portlet.

      Workaround: Refresh page with product menu open.

      Tomcat 8.0.32 + MySQL 5.6.26
