Save button scrolls through Asset publisher Display settings tab

Steps to reproduce:

1. Add Asset Publisher portlet to a page
2. Click on that Asset publisher configuration icon.
3. Select Display settings tab.
4. Scroll page down
   Expected behavior: Save button sticks at the bottom
   Actual behavior: Save button scrolls up together with the rest of the page
