Recycle bin portlet missing for individual page scope

      Description
      When accessing the Content tab in site administration under a page's scope, the Recycle Bin portlet option is missing. This is a problem when contents are scoped to the page, then moved to the recycle bin as there is no way to access the recycle bin per page scope.

      Steps
      1) In Master or 70x, create a test site with a test page
      2) Add a blogs portlet to the page
      3) Create a new blog entry titled "Site Scoped Blog" and move it to the recycle bin
      4) Change the scope of the blogs portlet to the page
      5) Create a blog entry titled "Page Scoped Blog" and then move it to recycle bin
      6) In the left side menu, click on the site > content > Recycle bin
      7) Verify only the "Site Scoped Blog" is present (since the site/default scope is active)
      8) In the left side menu, change the scope to that of the page
      9) Verify there is no recycle bin option within the page scope

      Expected: Recycle bin portlet will be there
      Actual: it is not
