      Description

We found that a page that has the Staging Panel is not cacheable, is this a intended behavior?

      Reproduction steps

      1. Start a 6.2.x
      2. Undeploy all portlets except Marketplace
      3. Log in as liferay admin
      4. Go to Control panel -> Configuration -> Server administration -> log levels -> set the "com.liferay.portal.servlet.filters.cache" category to the "DEBUG" level
      5. Enable local staging in the default Site
      6. Add new empty page
      7. Enter newly created page on another browser.
      8. Check the logs.
      9. Login newly created page as admin.
      10. Enter newly created page on another browser as guest.
      11. Check the logs
Actual result: page is not cached anymore. You would see "Request is not cacheable" in logs after latest request
Expected result: the page remains cached. "Request is not cacheable" shouldn't show in logs.
