Portal Settings does not redirect properly after error is thrown from edit LDAP server form

      Description

      Steps to reproduce:

      1. Navigate to Control Panel > Configuration > Instance Settings
      2. Scroll down to the Authentication panel and choose the LDAP tab
      3. Click the "Add" button under LDAP Servers
      4. Save the form without making any changes

      Expected Behavior: user is redirected to the same form and is shown a relevant error message

      Actual Behavior: portlet area is now bland and displays two overlapping error messages: "Your request failed to complete" and "Instance Settings is temporarily unavailable." Tomcat also displays a PortletException:
      Path /com.liferay.portal.settings.web/edit_ldap_server.jsp is not accessible by this portlet
