User with site role permissions can't see journal folder after activate Staging

      Description

      User with site role permisssions can't see journal folder after activate Staging in the site.

      Steps to reproduce
      1.- Start Liferay 6.2.
      2.- Create a new blank Site.
      3.- Create a new Site Role and define the permissions like the attached file.
      4.- Create a User. Assign the new site, save, and then, assign the new site role to the user too. Remove any other site or role assigned to this new user.
      5.- Go to the Site --> Pages, and a basic Welcome Page. Go to Site --> Web Content and add a new Web Content Folder.
      6.- Modify the Web Content Folder permissions as follows: All permission for owner, and view permissions for the new site role. Remove the rest of permissions.
      7.- Log in with the new user, go to Site Administration --> Content. You see the web content folder.
      8.- Log in with the administrator user, go to Site Administration --> Configuration --> Site Settings and Activate local staging.
      9- Log in again with the new user, go to Site Administration --> Content.

      Expected behaviour
      You still see the web content folder

      Actual behaviour
      You can't see the web content folder anymore.
