Issue
In Message Board, attached file can not be downloaded.

Steps to reproduce

1. Setup clean bundle
2. Add Message Boards portlet to the page
3. Post New Thread
4. Input "Subject" and "Body"
5. Attachments > Select a file
6. Publish
7. Choose added Thread
8. Click on attached file > File download is successfully
9. Click on same attached file again

Actual result
Nothing happens.

Expected result
File download will be successful every time.
