      Description

      Email notifications should have translated counterparts based on either (1) the user's localization or (2) the instance localization settings. In the case of the Japanese localization in Liferay 7.0.X, if we set the instance localization to Japanese, and submit a "Flag" for inappropriate content on Message Boards, the message to the Site Owner and Site Administrators are in English.

      As Liferay permits localization on the user and instance level, email notifications should be in first, the user's localization selection, and second, the instance localization (if there aren't any user localizations set).
