Steps to reproduce:
1. Start portal and login.
2. Create a new blank site called "test".
3. Go to "test" site settings > Display Settings, remove all but 2 languages (keep English, Spanish).
4. Go to test user's account settings (My Account) > Display Settings, set the language to Japanese.
5. Save and close the pop up dialog, refresh the page.
6. Assert the page is displayed in the default language (English), but is giving the option to display in Japanese, click the "Display the page in Japanese".
Expected result:
Page/Site still display in English because Japanese is removed from available language list in site display settings.
Actual result:
Page/Site displays in Japanese.
Notes: It's 6.2.x only.
