Two temp files are created every time a document is saved or published

      Description
      Customer uses S3 store to manage documents. The issue is two temp files are created every time a file is saved or published. In the long run, it will take too much disk space.
      Reproduction steps
      1. Use a clean Liferay 6.2 EE bundle patched with portal-114-6210
      2. Configure dl to use S3 store. (PFA portal-ext.properties)
      3. Start up the portal and navigate to Site Administration > Content > Documents and Media
      4. Upload two files and click Save
      5. Observe tomcat/temp folder
      Actual Result: there are two temp files created like 20160913010136031RSZCNQIE
      6. Edit one document and publish
      Actual Result: there are two more temp files created

      Expected result:
      No temp file created in tomcat/temp folder
      Actual result:
      Temp files created in tomcat/temp folder

      62X: can reproduce
      70x, master: cannot reproduce
