The current Fjord theme cannot be deployed to a clean Liferay DE instance because of the .lar's build-number.

Since this is ignored in GA3+ and fixpack-1, the easiest fix is to simply update the build-number to 7010.

At the same time, we'll use the new themes-environment to generate the lar using the common export functionality to make sure it stays consistent.
