Modified Date Facet not filtering by selection

Steps to reproduce:

1. Add a Web Content Article
2. Wait at least one hour
3. Navigate to the site
4. Search for the article
5. Select "Past Hour" (Modify date facet)

Expected result:
"Past Hour ( 0 )" should display and no results should display after clicking on "Past Hour"

Actual result:
"Past Hour ( 1 )" displays, and Web content is visible as a search result
