Git Pull Request:
The shortcut description misleads users into believing shortcuts can grant access to the original document to users without that access.
The description: "You can create a shortcut to any document that you have read access for. The permissions set on the shortcut enable others to access the original document through the shortcut.". This should be changed to be more descriptive, and prevent users from thinking shortcuts can circumvent permissions.
Steps to Reproduce:
1. In the portal, attempt to add a Shortcut from the Documents and Media content type.
2. Notice at the top of the screen the help text.
Expected: Description states exactly what a shortcut can be used for.
Actual: Description is misleading and can lead users to believe shortcuts can circumvent permission checking.
