Steps to reproduce:
1. Using oracle DB
2. Set up upgrade bundle using the data folder and dump file attached to this ticket
3. Upgrade to DXP
4. Sign into portal 7.0 and view announcements portlet

Expected results:
Few announcements of Announcement portlet displays.

Actual results:
Portlet is deployed but there is no announcements.
