Main menu pane displayed on the left for RTL context

Steps to reproduce:

1. Set Arabic as a selectable language in Instance Settings;
2. Add language portlet to a page;
3. Switch language to arabic;

Expected results:
The main menu pane should be displayed on the right (same side as the hamburger icon).

Actual results:
The main menu pane doesn't change and is displayed on the left, resulting in a non ideal user experience (see attached screenshots).
