Steps to reproduce:

1. Navigate to Control Panel > Sites > Sites
2. Add a site
   • Provide a site name
   • Flag the site as inactive
   • Save the configuration
3. Add a page to the site
   • Expected result: Page is added successfully, and admin user is navigated to added page
   • Actual result: Page is added, but user is not navigated to added page; instead, a warning message appears in the top right corner. After user refreshes the page, the page appears in the navigation panel within the Product Menu. Clicking the page in the Product Menu does not navigate the user.
4. Navigate to the site using the friendlyURL

Expected result: User is navigated to the inactive site and is shown a warning message: "This site is inactive. Please contact the administrator."
Actual result: User is not navigated, and the current page remains.

Tomcat 8.0.32 + MySQL 5.7
