Issue
Announcement date is not rendered correctly

Steps to reproduce

1. Start clean DXP
2. Add Announcements portlet into page
3. Switch to Japanese language (access http://localhost:8080/ja/web/guest/home)
4. Click on お知らせの管理 and add a new announcement
5. Note that in the list it shows as 0 分 前
6. Click on 新規作成

Actual results
Date is displayed as
