When local staging is turned on for a site, the live site could be selected as scope in the Asset Publisher

1. Create a new blank site 'S1'.
2. Add a public page to it.
3. On the page created at step 2, place an asset publisher portlet.
4. Turn on local staging for site S1
5. Go to the asset publisher's Configuration/Scope/Select/Other Site
Result: You can still select S1, which points to the live site
Expected: S1 shouldn't be selectable
