Leave Never Expire unchecked when editing expired articles

As noted in LPS-64916, currently, when a Web Content article expires, the expiration date in the UI automatically changes to 'Never Expire.' The user in this case, may not actually be making a conscious choice in changing the article's expiration date to 'Never Expire.' The end goal of this feature request is for the expiration date to be left unchanged.
