Cannot permanently delete default content from portal instances

      Description

      Deleting default content added to portal instances works, but they are regenerated when the portal is restarted, which is misleading. This holds true for document types, DDMStructures, and the "Basic web content" structure.

      Steps to reproduce:
      1. Navigate to Your Site -> Content and choose Documents and Media, Dynamic Data Lists, or Web Content
      2. Depending on the type of content, click the dots in the upper right and manage structures/document types/data definitions
      3. Delete any of the default structures in place (there may be one or two cases where a template must be deleted first). This may be a document types such as "Contracts," a data definition such as "To Do," or the "Basic Web Content" web content structure
      4. Shut down and restart Liferay
      5. After startup, navigate back to where the chosen structure was deleted
      Expected result: the structure remains deleted
      Actual result: the structure has been regenerated
