Issue
Password Expiration Warning appears increasingly every move between pages.

Steps to reproduce

1. Start DXP SP1 + FP10
2. Navigate to Control Panel > Users > Password Policies > Default Password Policy's "⋮" > Edit
3. Set YES to Enable Expiration
4. Change Warning Time to 2 Weeks
5. Save
6. Move between Liferay pages (e.g. change from Password Policies to Users -> Sites -> Control Panel)

Actual result
Password Expiration Warning appears increasingly every move between pages, stacking with each request. Also, you will notice that the yellow warning bar seems to be cut off and improperly spaced.

Expected result
Password Expiration Warning should appear only once. The spacing of the warning should fit the viewable space.
