title column doesn't exist in marketplace_app table when upgrade from 6.1 to 7.0

      On master, title column exists in marketplace_app table. On 6.1, marketplace_app table doesn't include title column. So after upgrade from 6.1 to master, title column should exist in marketplace_app table. However, it doesn't because the process step "com.liferay.marketplace.internal.upgrade.v0_0_1.UpgradeApp()" doesn't execute in MarketplaceServiceUpgrade class when upgrade.

      Reproduction:
      1. Start 6.1 EE GA3 environment connecting it to a MySQL database, deploy latest marketplace so that make sure buildNumber is not null (for example 100) in release_ table.
      2. Make sure marketplace_app table doesn't include title column in 6.1 database.
      3. On master, configure app-server.properties, portal-upgrade-database.properties and portal-upgrade-ext.properties, and configure it to the MySQL database used by 6.1 EE GA3
      4. Run the Upgrade client - java -jar com.liferay.portal.tools.db.upgrade.client.jar
      5. After the upgrade completes

      Expected behavior:
      title column should exist in marketplace_app table.

      Actual Behavior:
      title column doesn't exist in marketplace_app table.
