Steps to Reproduce:

1. Add 3 pages
2. Add Web Content Display portlet to each page
3. Configure each web content display portlet in page 1 and page 2, and scope each to "page 1"
4. Configure web content display portlet in page 3 and scope it to "liferay"
5. Go Page 1
6. Add Web Content article
7. Go to Page 2
8. Configure web content display to display article
9. Go to Page 3
10. Configure web content display to display article

Expected result:
For page 3 configuration, web content article should not be available for selection.
Actual result:
The article is available for the user to select.
