Languages is not saved according to the order

Steps to reproduce - Instance Settings

1. Go to Control Panel - > Configuration -> Instance Settings - > Miscellaneous - > Available Languages
2. Change the language order in Current column by clicking the up/down button.
3. Save

Steps to reproduce - Site Settings

1. Go to Site (e.g. default site Liferay) - > Configuration - > Site Settings -> Languages - > Available Languages
2. Change the language order in Current column by clicking the up/down button.
3. Save

Actual behavior: The order of current languages is not being saved.
Expected behavior: Language order is being saved.
The only thing that works: Spanish can be moved above Chinese and also can be moved back under Chinese.
