Steps to reproduce:

1. Add the Message Boards portlet to the page.
2. Add a Message Boards post.
3. Click Flag.
4. Click the select list under "Reason for the Report".

Expected result:
The pop-up window doesn't move.

Actual result:
The pop-up window moves to another place.
