Unable to save configurations if user locale and company locale do not match

Blank values are saved for configuration settings when attempting to modify with a user on a different locale than the company locale.

Steps to Reproduce

1. Either change the company locale OR the locale of the admin user
2. Modify any configuration and save
3. View the configuration after saving

Expected Results
Configurations entered are saved and appear when re-editing the configuration

Actual Results
Configurations are not saved, rather all fields are set to blank (text) or unchecked (checkbox) or default (select). These 'null' configurations are actually saved and used, leading to issues within the portal.
