0. Use Liferay SP14 with portal-110-6210
1. Add the following property to portal-ext.properties file:
locales.enabled=de_DE,en_US,sr_RS_latin,nl_NL
2. Create a site with a Serbian and Dutch translation
3. Add a Language portlet to the site.

Checkpoint #1: Click on the Dutch flag
Result: The Dutch translation is shown correctly.

Checkpoint #2: Click on the Serbian flag
Result: The following error occurs:

HTTP Status 500 - javax.servlet.jsp.JspException: com.liferay.portal.kernel.template.TemplateException: Unable to process template SERVLET_CONTEXT/html/themes/classic/templates/portal_normal.vm

Additional information: I've tested the reproduction steps with language sr_RS (the Cyrillic version) and no error occurred.
