Cannot upload metadata.xml when adding a Service Provider/Identify Provider

When adding a new Service Provider or Identity Provider connection, clicking on the "Upload Metadata XML" button does nothing.

Steps to Reproduce:

1. Follow the Basic SAML setup
   • https://customer.liferay.com/documentation/knowledge-base/-/kb/21799
2. Navigate to Control Panel > Configuration > SAML Admin
3. Click on 'Service Provider Connections'
4. Click on 'Add Service Provider' button
5. Try to click on the 'Update Metadata XML' button and assert nothing happens. This same happens when a user tries to add a Identity Provider connection to a SP.
