Steps to Reproduce:

1. Start portal on a system where you can change the system time
2. Go to Liferay site > Configuration > Reports Admin
3. Add new report definition with sample jrxml
4. Add Schedule > Repeat Weekly > Recur every 2 weeks on > Friday
5. Change system time to following friday
6. Assert report generated
7. Change system time to the next friday

Expected Result:
Report is sent every other friday.

Actual Result:
Report is sent every friday.
