JS error prevents user from adding Web Content on IE

      Description

      Steps to reproduce:

      1. Navigate Product Menu > Web Content
      2. Add basic web content

      Expected Result: User should be able to type into fields.

      Actual Result: Web Content fields are grayed out. User is still able to type into the Title and Summary fields and click the Publish button. Clicking the Publish button just resets the page; web content isn't actually published.

      The following JS error occurs when portal starts which might be the cause of the result above.

      SCRIPT5009: 'Promise' is undefined
