Make ImageTool an OSGI component

ImageTool is currently "hardwired" into Liferay. Alas, ImageTool has a quite bad implementation. It doesn't use ImageMagick to scale images.

If ImageTool could be replaced by our own component, several operations could be improved, most notably scale. Also, we could optimize images using tools like optipng or jpegotim.
