When Theme Modification is selected as a Mobile Device Action, the popup footer becomes detached from the bottom

Steps to Reproduce:

1. Navigate to Site > Configuration > Mobile Device Families
2. Add a Mobile Device Family
3. Select Configure Page for any site page
4. Navigate to the Advanced tab
5. Expand the Mobile Device Rules panel
6. Turn off the option for using the same rules as Public Pages
7. Add the Mobile Device Family
8. Click Manage Actions
9. Select Theme Modification
10. Scroll down

Expected result:
The popup footer with the Save and Close buttons are at the bottom of the popup.

Actual result:
The footer is detached from the bottom and floats where the end of the popup would be if the content was not long enough to induce a scrollbar.

Reproduced on:
Tomcat 8.0.32 + MySQL 5.6.
