To reproduce:
1. enable local staging
2. create a vocabulary with a new category
3. publish site to live
4. navigate back to staging and without any modification click on Publish to Live button

Actual:
Categories is displayed in the "Changes Since Last Publication" section

Expected:
Categories not to be displayed if there is no change
